Flores controla laboratorios clandestinos en la región central de Jalisco y el sur de Zacatecas, utilizados para producir metanfetamina y otras drogas ilícitas que se trafican a Estados Unidos. Flores comanda un numero significativo de operativos del CJNG que han perpetrado actos de violencia contra civiles, agentes del orden y cárteles rivales en México.
