Limited Liability Company “Dilmas” is a shipping company based in Russia and the commercial operator of the vessels Nord, Geliodor and Amazonit. Those vessels lack adequate liability insurance and engage in ship-to-ship transfers as well as manipulation of Automatic Identification Systems while transporting crude oil or petroleum products exported from Russia. Therefore, Limited Liability Company “Dilmas” operates vessels that transport crude oil or petroleum products, originating in Russia or exported from Russia, and practice irregular and high-risk shipping practices as set out in the International Maritime Organization General Assembly resolution A.1192(33).

Ces navires ne disposent pas d’une assurance responsabilité adéquate et procèdent à des transbordements de navire à navire ainsi qu’à des manipulations de systèmes d’identification automatique lorsqu’ils transportent du pétrole brut ou des produits pétroliers exportés de Russie. Par conséquent, Limited Liability Company “Dilmas” exploite des navires qui transportent du pétrole brut ou des produits pétroliers originaires de Russie ou exportés de Russie, et s’adonnent à des pratiques de transport maritime irrégulières et à haut risque, telles qu’elles sont visées dans la résolution A.1192(33) de l’assemblée générale de l’Organisation maritime internationale.

Transport sanctions: Where transport sanctions apply, a ship owned, controlled, chartered or operated by a designated person is prohibited from entering a port in the UK, may be given a movement or a port entry direction, can be detained, and will be refused permission to register on the UK Ship Register or have its existing registration terminated. Similarly, an aircraft owned, chartered or operated by a designated person is prohibited from overflying or landing in the UK, may be given a movement direction, can be detained or moved to a specified airport, and will be refused permission to register on the CAA Aircraft Register or have its existing registration terminated. In addition to a prohibition of the provision of technical assistance relating to aircraft or ships will prevent a person from directly or indirectly providing technical assistance to, or for the benefit of, the designated person, where that technical assistance relates to an aircraft or ship.
