"The members of the delegation held meetings with the leadership of the national company of petrochemical industry of Iran, national petrochemical company for foreign cooperation and the Iranian petrochemical trade company.  As a result of the meetings the sides signed a Protocol on cooperation.  The sides reached an agreement to increase two times the export of acrylic fibers to Iran, the organization of deliveries of polyester fibers.  The Belarusian delegation discussed the issues of optimizing the transportation of goods from Belarus to Iran, studied the possibility of purchasing from Iran the raw materials to ensure the needs of the concern “Belneftekhim”." Belneftekhim signed a contract in 2007 to develop oil production in Iran's Jofeir field, increasing production by 40,000 bbl/d. The Belarusian State Concern for Oil and Chemistry (Belneftekhim) is one of the largest industrial complexes of the Republic of Belarus and consists of multiple other state-owned companies established in 1997. Aliaksandr Lukashenka considers Belneftekhim to be one of the most important and strategic concerns in Belarus. In particular, Belneftekhim represents a fundamental asset for the Belarusian economy and foreign policy, in particular in relation to the cooperation between Russia and Belarus in developing a common oil market. Regular consultations are held between the concern and President Lukashenka. Belneftekhim benefits from the support provided by the Lukashenka regime, especially in relation to the effects of Western sanctions. Therefore, Belneftekhim is benefiting from and supporting the Lukashenka regime.

Aliaksandr Loukachenka considère Belneftekhim comme l’une des entreprises les plus importantes et stratégiques de Biélorussie. En particulier, Belneftekhim représente un atout fondamental pour l’économie et la politique étrangère biélorusses, en particulier en ce qui concerne la coopération entre la Russie et la Biélorussie pour la mise en place d’un marché pétrolier commun. Des consultations régulières sont organisées entre l’entreprise et le président Loukachenka. Belneftekhim bénéficie du soutien apporté par le régime de Loukachenka, en particulier en ce qui concerne les effets des sanctions occidentales. Belneftekhim tire donc profit du régime de Loukachenka et le soutient.
