The Institution's declared goal is to promote the Palestinians' status abroad. In the framework of its activity, the institution conducts conferences and various initiatives around the world. 3. In practice, the institution serves as a proxy for the Hamas organization, which is a declared terror organization, in order to establish international relations which will allow it to operate on the international arena, to promote the Organization's goals and promote the Organization's status.
