Le général de brigade Habib Shahsavari est le commandant du corps de troupes terrestres “Shohada” relevant du Corps des gardiens de la révolution islamique (IRGC), dans la province de l’Azerbaïdjan occidental. Les unités de l’IRGC placées sous son commandement ont mené des opérations contre des manifestants dans les régions kurdes d’Iran. En particulier, à partir du 15 novembre 2022, de telles opérations ont été menées contre des manifestants dans les villes de Piranshahr, Mahabad et Bukan, dans l’ouest de l’Azerbaïdjan. Les unités de l’lRGC ont eu recours à une force disproportionnée dans le cadre de ces opérations. Selon les estimations des ONG, les opérations de l’IRGC dans les villes de Mahabad et de Bukan ont entraîné la mort de respectivement quatre et douze personnes. Il est donc responsable de graves violations des droits de l’homme en Iran.
