À ce titre, il était chargé de gérer les relations avec les combattants étrangers liés à Al-Qaida et avec leurs camps d’entraînement en Afghanistan. Il était aussi connu pour les méthodes répressives dont il usait contre les opposants aux Taliban dans le sud de l’Afghanistan.
