Asset freeze, trust services sanctions and director disqualification sanction

Avangard, an educational and methodological organisation providing so-called patriotic education, including basic military training to the youths of Russia, as well as to children in the temporarily occupied territories of Ukraine, is an 'involved person' under the Russia (Sanctions) (EU Exit) Regulations 2019 because it is or has been involved in (1) destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine by engaging in and providing support for the Government of Russia’s programme for the forced deportation and re-education of Ukrainian children, and (2) obtaining a benefit from or supporting the Government of Russia in its role as a Government of Russia-affiliated entity.

Le centre pédagogique et méthodologique “Avangard” est une organisation à but non lucratif agissant sous la direction et le contrôle du ministère de la défense de la Fédération de Russie. Son principal objectif est de fournir un enseignement prétendument patriotique aux jeunes de Russie, ainsi qu'aux enfants des régions ukrainiennes temporairement occupées, avec notamment une formation militaire de base et des programmes de contrôle des drones. Il organise à cette fin des camps militaires, dans lesquels la participation est devenue obligatoire depuis février 2022, ainsi que des cours obligatoires à l'école depuis le 1er septembre 2023. Par conséquent, cette organisation apporte un soutien matériel à des actions qui compromettent et menacent l'intégrité territoriale, la souveraineté et l'indépendance de l'Ukraine
