Aleksandre Darakhvelidze (dále jen A. Darakhvelidze) je náměstkem ministra pro vnitřní záležitosti Gruzie. Ve své funkci A. Darakhvelidze v roce 2024 a 2025 veřejně obhajoval použití síly a násilí ze strany gruzínských bezpečnostních složek proti demonstrantům. Jako vysoký představitel ministerstva vnitra nese A. Darakhvelidze odpovědnost za nečinnost gruzínské vlády při řešení obvinění z nadměrného použití síly při potlačování pokojných protestů v Gruzii v r. 2024. A. Darakhvelidze tak naplnil skutkovou podstatu zakotvenou v čl. 1 odst. 1 písm. d) bodu iii) a iv) rozhodnutí.

Aleksandre Darakhvelidze is an involved person within the meaning of the Global Human Rights Sanctions Regulations 2020 on the basis of the following ground: Aleksandre Darakhvelidze is and/or has been responsible for activity which amounts to a serious violation of the right of individuals not to be subjected to cruel, inhuman or degrading treatment or punishment. Specifically, during the protests that occurred following the announcement of the suspension of EU accession talks, the Ministry of Internal Affairs of Georgia oversaw the police force's disproportionate use of violence against protestors.
