Gutseriev also supported Lukashenka in disputes with Russia over oil deliveries. Gutseriev has been the chairman of the board of directors of, and a shareholder in, the Slavkali company, which is building the Nezhinsky potassium chloride mining and processing plant based on the Starobinsky potash salt deposit near Lyuban. It is the largest investment in Belarus, worth USD 2 billion. Lukashenka promised to rename the town of Lyuban “Gutserievsk” in his honour. The Nezhinsky project was nationalised. Under Belarusian law, Mikail Gutseriev should be compensated for the nationalisation of the plant, and Mikail Gutseriev has stated that he is in negotiations with the regime regarding the matter of compensation. Mikail Gutseriev’s other businesses in Belarus have included fuelling stations and oil depots, a hotel, a business centre and an airport terminal in Minsk. Lukashenka also thanked Mikail Gutseriev for his financial contributions to charity and investments worth billions of dollars in Belarus. Mikail Gutseriev attended Lukashenka’s inauguration in 2020. In that same year, Lukashenka and Mikail Gutseriev both appeared at the opening of an orthodox church, which the latter sponsored. Mikail Gutseriev assisted with the acquisition of CT scanners for Belarus during the COVID-19 crisis. In 2024, Lukashenka’s daughter-in-law won the “Chanson of the year award”, organised by Mikail Gutseriev’s radio station, which helped create momentum around her persona before she became the campaign leader for the 2025 Belarusian elections. Mikail Gutseriev is therefore benefitting from and supporting the Lukashenka regime. Gutseriev also declared himself to be the owner of a residency which de facto belongs to Lukashenka, thus covering him up when journalists started to investigate Lukashenka’s assets. Gutseriev attended Lukashenka’s secret inauguration on 23 September 2020. In October 2020 Lukashenka and Gutseriev both appeared at the opening of an orthodox church, which the latter sponsored. Mikail Gutseriev is a prominent Russian businessman, with business interests in Belarus in the sectors of energy, potash, hospitality and others. He is a long-time acquaintance of Aliaksandr Lukashenka and thanks to that association has accumulated significant wealth and influence among the political elite in Belarus. Safmar, a company which has been controlled by Gutseriev, was the only Russian oil firm that carried on supplying oil to Belarusian refineries during the energy crisis between Belarus and Russia in early 2020.

    Mikail Safarbekovich GUTSERIEV (hereafter GUTSERIEV) is designated under the Republic of Belarus (Sanctions) (EU Exit) Regulations 2019 on the following grounds: (1) GUTSERIEV has been involved in obtaining a benefit from or supporting the Government of Belarus by owning or controlling directly or indirectly (within meaning of regulation 7), JSC NK Neftisa and PJSC RussNeft, entities carrying on business in the Belarussian energy sector, which is a sector of strategic significance to the Government of Belarus; (2) GUTSERIEV has been involved in obtaining a benefit from or supporting the Government of Belarus by working as a director (whether executive or non-executive), or other manager or equivalent, of FLLC SLAVKALI, JSC NK Neftisa and PJSC RussNeft, entities carrying on business in the Belarussian extractives and energy sectors, which are sectors of strategic significance to the Government of Belarus; ( 3) GUTSERIEV is, or has been, involved in policies or activities which undermine democracy or the rule of law in Belarus by providing support for and/or obtaining an economic benefit from the Government of Belarus; (4) GUTSERIEV is associated with Alexander Lukashenko, an individual who is, and/or has been responsible for serious violations of human rights, the repression of civil society or democratic opposition in Belarus, or other actions, policies or activities which undermine democracy or the rule of law in Belarus following 9 August 2020, and has been involved in promoting such activities.
