Iury Leanidavich Sivakau was Minister of the Interior at that time and therefore a senior Official in the Government of Belarus. Sivakau was associated with other Belarus Officials who have been listed for their involvement in these disappearances, and helped to establish a 'death squad' in 1996 with Vladimir Navumau.
