In his former leadership position as Chairman of the State Security Committee (KGB), he was responsible for the participation of the KGB in the repression and intimidation campaign in the wake of the 2020 presidential election, in particular arbitrary arrests and ill-treatment, including torture, of peaceful demonstrators and opposition members. He remains active in the Lukashenka regime as Head of the Council of Ministers Office. He is therefore supporting the Lukashenka regime and is responsible for serious violations of human rights and the repression of civil society and democratic opposition in Belarus.

    Lt General Valeri Vakulchyk was Chairman of the State Security Committee (KGB) of Belarus between November 2012 and 03 September 2020. From 03 September to 29 October 2020, he was Head of the Security Council. In his role as Chairman of the State Security Committee, he had overall responsibility for the State Security Committee including the involvement of KGB officers in serious human rights violations and abuses against detained protestors and journalists, which they carried out following the election of 9 August.
