Kuular Buyan Fedorovich

He served in the Ministry of Internal Affairs for about 15 years and retired based on length of service in November 2022. In the spring of 2023, he signed a contract with the Ministry of Defense and joined the 55th Separate Guards Mountain Motorized Rifle Brigade. From May 2023, he took part in the war against Ukraine, serving as the commander of an assault group within a reconnaissance battalion. According to authorities in Tuva, he participated in the battles for Pisky, Vodiane, and Avdiivka. Kuular was awarded the Order of Courage in 2023, and in April 2024, he was named a Hero of Russia. He served in the military unit until October 2025. From December 2025, Kuular served as the Minister for Youth Affairs of the Republic of Tuva.

Member of the State Duma of the Russian Federation of the 9th convocation. This state body is responsible for political and legal support of the aggressive war against Ukraine.
