The Secretary of State considers that there are reasonable grounds to suspect that Ilya Aleksandrovich VERGIZAEV is an involved person under the Russia (Sanctions) (EU Exit) Regulations 2019 because he is or has been involved in obtaining a benefit from or supporting the Government of Russia, through working as a President or equivalent of an entity: (1) carrying on business in a sector of strategic significance, namely, the Russian energy sector; and (2) carrying on business as a Government of Russia-affiliated entity.
